Rtd General Elwelu arrested over alleged subversive activities

Ugandan security forces have arrested retired Lieutenant General Peter Elwelu, the former Deputy Chief of Defence Forces (CDF), over allegations of involvement in subversive activities and plans to destabilise the Teso sub-region.

The arrest was confirmed on November 2 by acting military spokesperson Colonel Chris Magezi, who said Elwelu had been apprehended in Soroti City following a security operation.

According to the military, security forces recovered 15 firearms, military fatigues and two pickup trucks allegedly linked to the retired general. Magezi said Elwelu would be charged and prosecuted in court.

The arrest follows weeks of public accusations by Chief of Defence Forces General Muhoozi Kainerugaba, who alleged that Elwelu was involved in activities threatening security in Teso.

Muhoozi had previously announced on social media that he had stripped Elwelu of his military ranks and threatened to declare him a rebel if he failed to surrender.

The Uganda Law Society has since called for transparency and respect for constitutional safeguards in the handling of the case.

In a statement on November 3, its president, Isaac Ssemakadde, cautioned against public statements that presume guilt before a suspect has appeared in court. The society called for disclosure of the legal basis for Elwelu’s detention and confirmation that he has access to his lawyers and family.

Article 23 of Uganda’s Constitution provides safeguards for arrested persons, including the right to be informed of the reasons for arrest, access to legal representation and production before a court within 48 hours.

Elwelu’s arrest has triggered concern among leaders and residents in Teso, with calls for calm and a transparent investigation.

The former senior military officer previously served as Deputy Chief of Defence Forces and Commander of the Land Forces. He also commanded the 2016 military operation at the Rwenzururu palace in Kasese, which resulted in more than 100 deaths.

The allegations against Elwelu remain subject to investigation and judicial determination.
